Mesa Mayor Scott Smith on Monday pointed to the passage earlier this month of two city bond issues supported by the city's first property tax in decades as evidence that Arizonans will open their wallets for public transportation and other infrastructure projects - if political leaders present a clear vision.

Smith's comments came at a conference entitled Arizona 2030. He was one of several speakers who discussed the state's future needs and how to develop public support for a broad mix of public and private infrastructure for transportation, energy, water, education, public health and telecommunications.

Mesa's projects supported by property taxes are for public safety facilities and street construction. Smith suggested that state leaders could learn from local government with its local values, efficiencies and nonpartisan approach to solving problems.

"A pothole is not Republican; it is not Democrat," he said, emphasizing the importance of nonpartisanship in solving infrastructure issues.

The conference at Arizona State University's Tempe campus was fostered by ASU President Michael Crow, who asked faculty members what it would take for the state to prepare for a population of 10 million people by the year 2030.

The current population is about 6.2 million.

The answer was $288 billion for education, public health, public safety, transportation, water and other public services.

Conference participants did not take a position for or against any specific action. Rather, the conference focused on learning about ASU's assessment of what will be needed to accommodate state growth when it resumes and what it would take to create the political and public climate for spending on infrastructure.

Arizona Senate President Bob Burns, R-Peoria, said conferees should not expect the legislature to focus on the 2030 findings before the state's operating budget is brought into balance against plummeting revenues caused by the current economic struggles.

Tom R. Rex, associate director for ASU's Center for Competitiveness and Prosperity Research, suggested that one way to fight the state's recession would be spending on infrastructure projects to put construction workers back to work.

Transportation development seemed to be the issue most in play, as several speakers talked in favor of public-private partnerships, including toll roads as a way to get around insufficient gas tax revenues.

Some participants cited the bipartisan approach to the Central Arizona Project, the canal system that transports Colorado River water to central Arizona and as far south as Tucson.

Late Washington leaders Rep. John Rhodes, a Mesa Republican, and Sen. Carl Hayden and Rep. Morris Udall, both Democrats, are credited with making the water infrastructure project a reality.

Others referred to the bipartisan coalition that came together to pass Proposition 400 in 2004, a massive roads and light-rail measure underwritten by a half-cent sales tax.

Crow summarized the conference, calling for public understanding that "Grade-A infrastructure is the basis for economic growth" and critical for global competition.

Blagojevich’s Big Conference Call and Valerie Jarrett’s Clean Break

Among the hundreds of hours of conversations involving Illinois Gov. Rod Blagojevich secretly recorded by the FBI since Oct. 22, one phone call is drawing particular scrutiny among politicos, journalists and others in Washington. It was a marathon conference call on Monday, Nov. 10.

The call lasted about two hours. On the phone were Mr. Blagojevich, his wife, his general counsel, an unnamed adviser, and John Harris, the governor’s chief of staff and his co-defendant in this week’s case.

But what’s drawing the most interest is who was on the line from Washington, and the sequence of political events that followed that same night and in the ensuing days regarding Barack Obama’s close friend and adviser, Valerie Jarrett.

According to the FBI, there were “various Washington, D.C., based advisers” on the call with Mr. Blagojevich & Co., although the Washington callers are not named. The FBI also said participants popped on and off the line throughout the conversation.

During the call, Mr. Blagojevich and those closest to him allegedly detailed virtually every one of their ideas for turning Mr. Obama’s open Senate seat into something valuable. Specifically, the governor asked “what he can get from the President-elect for the Senate seat,” the FBI alleged, adding later that callers talked about how to “monetize” Mr. Blagojevich’s connections.

Mr. Blagojevich also bemoaned what he called his financial struggles, although his post reportedly pays about $177,000 per year. “The immediate challenge,” the governor allegedly said, “[is] how do we take some of the financial pressure off of our family.”

Callers discussed the possibility of ambassadorships, which are made by the president. They talked about an appointment for Mr. Blagojevich as head of the Department of Health and Human Services, also made by the president. They explored the idea of getting Mr. Obama to use his clout to put the governor’s wife on corporate boards. And they discussed a deal involving the Service Employee International Union, which would be asked to install Mr. Blagojevich over one of its top political groups in exchange for the union getting to tell Mr. Obama that it was delivering the open U.S. Senate seat to his favorite candidate.

That candidate, Mr. Blagojevich believed, was Valerie Jarrett, according to sources familiar with this part of the probe.

There is no inference that Mr. Obama knew about or encouraged any of this alleged scheming, and he has explicitly denied it. But the big question today is this: Were any members of his transition team among the “Washington advisers” on the line during this marathon conference call, or did one of the participants fill them in about these wild ideas?

Mr. Obama’s people are not commenting on details about the case. But the reason that question is on so many minds today is because of what happened that very same Monday night.

At 7:56 p.m. Eastern Time, CNN reported that “two Democratic sources close to President-elect Barack Obama tell CNN that top adviser Valerie Jarrett will not be appointed to replace him in the U.S. Senate.”

That was an abrupt turnaround. While we can’t vouch for CNN’s reportage, the network had reported that same weekend that Ms. Jarrett was Mr. Obama’s top choice. (Ms. Jarrett herself confirmed that she was out of contention two days after it was reported by CNN, and two days after the marathon conference call. She told the PBS show The Newshour with Jim Lehrer, “Well, you know what? I`m actually not interested in the Senate position.”)

At a bare minimum, the timing of Team Obama’s decision to remove Ms. Jarrett’s name from contention, or at least to remove her name from the public speculation about the post, seems extraordinarily lucky. It came on the very same day the FBI secretly recorded Mr. Blagojevich telling a huge conference call loaded with politicos, in Illinois and Washington, that he wasn’t about to give the Senate spot away for nothing.

It’s also the same recorded conversation in which Mr. Blagojevich uses an obscenity to refer to Mr. Obama, before the governor makes clear he won’t give the president-elect the seat for free. “F— him. For nothing? F— him.”

Look for everyone to continue focusing on this call, and who from Washington was on the line.

dukaUS Launches Free Conference Calling, Realizes It Won?t Make Money

Jaduka, a communications company that effectively creates an API for telephone-based services, has a launched a new conference call service called dukaUS that's easy to use and totally free.

To initiate a call, you need to create an account (name, Email address, and phone number, but no billing information). After entering up to six phone numbers, the site will automatically dial each number and connect them over the service's land-based phone system. After the call starts you can add more callers (up to the limit of six total participants) through the site's web page.

Unsurprisingly, there are a few restrictions to the free service: all numbers involved must be in the United States or Canada, and you're allotted a total of 30 minutes per day for group calls. The system also has a few quirks. In our test call with three people, there was a noticeable lag - nothing that would make a conversation unintelligible, but definitely enough to get annoying. Still, for a free service that takes relatively little effort to set up, dukaUS delivers. And while it may not be suitable for lengthy business calls that are typically done over call bridges, it's more than adequate for more casual group meetings.

Offering free conference calls isn't a new idea, but it's also one that never seemed like a viable business. We've seen similar services from startups like Gaboogie (which eventually shifted focus) and Foonz, which is still around but will likely have a hard time generating revenue. New Web app allows free conference calls

U.S. and Canadian companies looking to cut costs amid the bleak economic conditions might find some relief through a new Web application announced Tuesday that provides free conference calls for up to six people at a time.

Web telephony provider Jaduka is offering dukaUS, the latest release from its Jaduka Labs initiative, at no charge, in order to "demonstrate the capabilities of [its] applications and network." Other Jaduka Labs offerings include the PC-to-phone calling service earthCALLER.

But dukaUS has some restrictions, so while it may be handy for semi-regular use by small teams, it won't fully replace other conference call services. It only supports U.S. and Canadian telephone numbers. Calling is restricted to 30 minutes each day, and Jaduka is not guaranteeing the service will be available to all users at any given time.

"While we have allocated a substantial portion of our conferencing resources for dukaUS, there may be times when all resources are being utilized by other Labs users. In this case, you will not be able to create a conference," the company said. "This is a known limitation of our system resources and this small inconvenience is a fair tradeoff for giving our users free group calling."

Those who wish to host conference calls through dukaUS must create a user account and plug phone numbers for themselves and their contacts into the service's Web application.

To start a conference call, account holders select desired participants from their stored contact list or add new ones. The system then dials the host's phone, which can be either a land line or a cell phone.

Once the account holder answers and follows a voice prompt, the system calls other users and conferences them in when they answer. Only the host needs to be connected to the Internet.

The Web application -- which is supported on Internet Explorer 5.0 and higher, Firefox 1.5 and higher and Safari for Mac -- provides the host with "mute all" and "hold all" buttons, as well as individual controls for each call participant. Conference hosts can also add more participants to an ongoing call if there is an open slot.

The application has a timer that ticks down the remaining conference time allowable that day.

"Keep an eye on this timer during your conferences and try to wrap up your call before the timer reaches zero in order to keep your conference from being ended by the system suddenly, leaving your participants wondering what happened," Jaduka said.

*Some brave reporters tried to get several of the coaches to reveal how they voted in the USA Today Coaches Poll this week, specifically how they rated Texas and Oklahoma. The poll factors into BCS standings, in which No. 2 Texas is barely holding on to its lead over No. 3 OU.

In the poll, OU is No. 2, Texas No. 4.

Most of the coaches didn't bite. Only the votes for the final poll are made public.

*Turns out UT coach Mack Brown wasn't home on Saturday night watching the Texas Tech-Oklahoma blowout. His son, Matt, he said got married in Chapel Hill. He received text-message scoring updates until the game got out of hand.

*Though Brown is particularly good at it, he said he didn't like how the BCS system required coaches to get into politicking. But there's no doubt we'll see plenty of it this week. OU's Bob Stoops got it going pretty good after Saturday's big win over Tech.

It is required, of course, becasue of the voters who contribute to the BCS standings.

*Tech coach Mike Leach seems to want to forget about the OU disaster as quickly as possible. Can't blame him. Tech closes out the regular season Saturday with Baylor.

Calliflower: A Complete Conference Calling Service

Six years ago, when I wanted to make a conference call involving five participants, Bell Canada wanted to charge me $0.55 per minute per participant, resulting in a $165 cost for a one hour call. All those participants had to be in North America and a conference call operator was involved. The moderator could try to “chair” the session but there were limited ways to actually manage who spoke. Any archiving of the session would rely on participants’ handwritten or typed notes.

Flash forward to today: iotum has analyzed the entire set of processes required for managing and moderating a voice conference call from scheduling and invitation to final archiving of the call for future reference. And they have researched today’s communications infrastructure, including web services and low cost voice connections.

They have executed on iotum CEO and co-founder Alec Saunders’ Voice 2.0 Manifesto. Today they are announcing the launch of their enhanced Calliflower Conference Call service - a fully interactive, complete voice conference call service that has been in beta for over a year.

Previously the Calliflower calls could be reached by calling a number in Minnesota or France using the PSTN, SkypeOut or a couple of other softphone VoIP services. Going forward iotum will also be using Voxbone’s newly launched iNum service, initially providing free access to a +883 number from any of Voxbone’s iNum Service Provider Partners or via 55 iNum local access points worldwide.

The heart of the Calliflower service is its use of dynamic interactive web services as the backbone to the features described above.

During the call all participants can access the call’s web page “portal” for a fully interactive call experience as described above. The moderator can mute individual participants when the kids are crying or dogs are barking in the background. Having used the service many times during the beta period I found the combination of the web page’s feature set changes the overall dynamics of a conference call and significantly enhances the participants’ conference call experience.

Once completed the call recording and web page are available for recall by any of the participants or anyone else registered with Calliflower who may want to review the call. Recordings can be inserted into websites or weblogs, such as Alec does with his SquawkBox Conference Calls that periodically discuss technology industry developments.

The iPhone application (available shortly at the Apple App Store) provides full access to your calls, whether scheduled, during a call or in the past. Past call recordings and chat walls can be readily listened to or read. One “future” feature that that still requires development is the creation of calls from the iPhone.

Basic Calliflower Conference Calls will be free; while the Premium service is priced at the special introductory price of $50 per month, for two organizers, with a no-risk 30-day free trial period, until Jan. 1, 2009. Additional organizers cost $25 per month each.

We have seen the rise of many conference calling services over the past year, based on lower cost communications network architectures incorporating VoIP. However, typically they simply make the call connections or have a limited set of features. Having used the beta Calliflower service many times over the past 12 months I have been able to witness its evolution into this complete interactive voice and web service resulting in a unique conference call participant experience (and there are still a few nifty features to come).

My costs for accessing these many calls over the past few years: the $2.95 per month SkypeOut subscription charge (which lets me also make unlimited calls to within North America). And I never need a PIN code; Calliflower recognizes that my SkypeOut CallerID is also my registered mobile phone number CallerID. This allows me to also access Calliflower calls from my BlackBerry using iSkoot which cannot recognize touch tones required for PIN numbers.

Definitely worth giving it a try, not simply for the cost saving but especially for the value-add it brings to the entire conference call user experience.
